In a special printed report (dated the 4th of August last) by Mr Osbert Chadwick, C.M.G. on "The water supply of the City of Victoria, Hongkong" (and which Report I have had an opportunity of perusing) I was surprised to find that he refers to, and quotes from, a "private" letter I wrote him on the 20th June last. Although the letter was not marked "private and confidential", Mr Chadwick, in my opinion, had no right to refer to it, in the manner he has done, without having first ascertained if I had any objections to his doing so.
